Washington, D.C. (AP) – Chester Carl, the former two-time chairman of the National American Indian Housing Council, has been indicted on conspiracy, bribery, and embezzlement charges.

Carl, a member of the Navajo Nation, and another man were indicted in Nevada. According to the U.S. Attorney’s Office, Carl and William Aubrey engaged in a bribery scheme in order for the Navajo Housing Authority would award contracts to Aubrey’s company.

Carl was chief executive officer of the NHA at the time. He signed over

$38 million in contracts to benefit Lodgebuilder, Aubrey’s company,

according to the U.S. Attorney’s Office.

Both men are charged with conspiracy to commit bribery relating to

federal program funds and bribery relating to federal program funds

Aubrey is also charged with two counts of embezzlement and theft from

Indian tribal organizations.
